Can I use USB 2.0 with the HTC Vive?

USB 2.0 works fine (you'll need to probably lower the camera refresh rate to 30Hz in SteamVR, but that's it). I use it without problems.

A 20m USB cable on the other hand might be problematic. Is it an active cable?
 
The camera refresh rate has nothing to do with tracking or the display.

It's simply how fast the camera, on the front, refreshes.

While the camera is useful when you first get started I've had my Vive from launch and last month I reformatted my computer and only today realised the camera was disabled when I tried to show it to my friend.

In short, there's no problem with using USB2. Just lower your camera refresh rate from the steam settings, or turn it off if you find you don't use it.
 
As Roy says, it just drops the fps on the front-facing camera feed. It's still perfectly usable at 30Hz (I use it to find my wireless headphones, controllers, and unwinding the tether), although I get a bit of disorienting lag on some rare occasions. Everything else is unaffected.
