Can a ryzen + mobo + decentish graphics card be done for £400? Nothing else needed

No. A decent graphics card will be half that minimum, and if you need RAM too then you're out of budget almost immediately.

Not ideal to have only a 3gb 1060 but its still a fine card, could maybe go second hand for a card.

Depending on what program your using , which I'm guessing will favour single core performance intel would give you best performance as well as in gaming .

Also, what ram do you have ? If under 3000hz then would hurt performance in ryzen
