Can my systen do 4K?

It depends on the game and the settings. With older games (like old MMOs), then sure, it can play at 4K. With newer games, then you'll need upscaling and lower settings to get decent FPS.

EVGA GeForce RTX 3060 Ti XC Gaming

I have an Intel Arc A770 which has slightly less grunt but more VRAM and can benchtest games like Horizon Zero Dawn and Tomb Raider (not the latest one, the previous one) at 4k with medium settings, no RT and get 50-60 fps, but Tiny Tina's Wonderlands doesn't like it at all. It plays older gamers just fine: I get very high refresh rates with Far Cry (the original), and while Command & Conquer 3 is locked at 30 fps, I can crank all the settings.

Mortel Online 2 I am waiting on the Intel Battlemage. The great thing about Intel is the great prices. The prices on the new RTXs are horrible & AMD is kind of better, but still.

Specs in sig.
Gow good also, do I need a better GPU for it to not be cra-crappy?
My system is similar to yours and I can run games such as God of war, Spiderman and Red dead redemption at 4K 60fps @ high settings using DLSS and it looks great. Obviously you'll run into vram issues with the very latest games at 4k.
