Can not use IE on desktop please help.

I tried to go online today and got the message below

I can get online if I use IE in Win8.1 mode but if I try to switch to the desktop mode I get the message above.

What is really shocking is my PC is very basic and does not even have a printer connected. It is just used for games benching and accessing the internet.

How on earth can Norton allow an update to get out that screws up what is a very mainstream PC, don't they test anything ?
