Can Nvidia GTX980Ti do DX 12.1

Yes they can and there is parts of DX12 that Maxwell can do well like ROVs and Conservative Rasterization. The problem is what will be coming and what will be used. It looks like NVidia can do Async but not as well as AMD and of course Ashes of the Singularity pushes Async but NVidia still copes, so don't worry about it bud :)
 
Yes they can but at the moment the full DX12 feature set isn't running on Geofrce cards, Nvidia still need to enable synchornous shading but they haven't said when they will (perhaps when there are some DX12 games to buy).

Async isn't actually part of DX12.
