Can OC effect CPU usage?

Set up:

990FX Mobo
1100T processor
V10 cooler


I haven't done any personal overclocking the motherboard has auto boosted my CPU to 3.8ghz from 3.3 which isn't too big a jump for the 1100T.

But I'm getting minor issues like firefox locking up for a few seconds. All I'm doing is running a Bit torrent and transfering a film from my computer to a USB. But my CPU usage is registering as this on the cores:

1: 30%
2: 6%
3: 10%
4: 12%
5: 8%
6: 15%

Any every so often one will jump up to 80% and then back down. Doesn't seem normal to me. Thoughts?
 
Could be because Bit torrent and transferring the film saturates most of the drive bandwidth? Leaving Firefox with not much bandwidth to access cache?
 
But I'm struggling to understand why there isn't enough, I have 16gb Ram and good cooling. So why would it be locking up?

Is there anything I can do to help the situation. It would seem silly if I can't do those three things without it locking up
 
Orcvader is suggesting it may be a hard drive issue (or more accurately, a bittorent issue). It doesn't matter how powerful your system is and how good your cooling is, if you are trying to write or read the hard drive faster than it can cope with.
 
Hmm I see, I'm running sata 3 6gb/s and have 1 SSD 2 Hybrids and a 2tb Baracuda green. So I would hope that wouldn't be an issue either.
 
I would expect hdd if ff locked up due to the oc. You would normally get a blue screen shortly afterwards.
