This is a new system i bought with Vista preinstalled.
Was thinking of shrinking my c: to add a few partitions.
Am I reading this right that I can only shrink the c: by 228gb ?

Size before shrink in MB : 953867
Size of available shrink space in MB: 227790
Enther the emount of space to shrink: 227790 (it wont let me increase this)
Total size after shrink MB: 726077

What Software You using to shrink the Partition?

Have a look around for Acronis Disk Director, By far one of the best Partition Builder / resizer around.

same issue here, using the vista disk partition tool.
what I did (rather than surf for pirated warez apps) boot into Linux (ubuntu Live cd)
Run gparted (disk partition editor)
Resize partition
Reboot
:: windows crashes at this point :: (just cuz of partition size change)
Boot off your windows cd, click the repair option, It will take about 15 seconds to repair this problem and reboot. Let it perform the disk check
All done, partition resized to however small you wanted it to be
