Can overclocking the memory on GFU reduce core headroom?

Question in title. Say hypothetically I can get +100 on core completely stable. Is it possible where increasing the memory would cause the card to become unstable NOT because due to memory being but the core?
 
On a Titan you only get a limited amount of watts when overclocking which means you can clock the GPU high or the vram high or share it out between the two. If you try and overclock both high you run out of watts and the card freezes/crashes.
 
No its not instability it causes it just causes the card to downclock as it approaches and exceeds its power limits.

Well I tried running +124core on its own and its fine.

Then I tried +495memory on its own and its fine.

Together they crash.

Reduce memory to +395memory no crash.
 
I don't think I can do much about it? Gainward GTX 770 +12mv is most I can do using Evga Precision X but it doesn't even appear to be applied according to GPU-Z/Precision when I read VDDC. 1.2v is highest it goes.
