can ping but not browse, safemode is fine

Got a friends laptop, its running vista. They had aol on, that worked fine but IE8 didn't nor msn and itunes as it couldn't connect. I could ping websites but not browse anything.

I've since removed aol, ran ccleaner, malwarebytes. In safemode I can connect to any website, starting vista normally I can ping but not use IE and connect to anything. I've also tried friefox, still the same.

My laptop on same wireless router its all ok, their laptop on my wireless is the same (can ping but can't browse).

In safemode its all ok, connecting and browsing fine. Must be a program blocking virus?

I've also setup a new profile, still the same, no connection.

Here's the clanger, thay weren't running any antivirus or security, I've tried it with firewall disabled. I know a clean install is the way to go but I'm trying to do a quick fix first.

Any ideas/suggestions?
 
I just rang them as I noticed its got a system recovery program, just backing up photos/music/docs to factory default it. Can't be arsed to do much more now, hate being defeated though.
 
Uninstall the firewall if possible, I know you have disabled it but they can still block access when they are installed.
If its fine in safemode it must be a service/app starting in normal mode. My money is always on the firewall in these cases :)
 
Disable all of the startup items that aren't Windows services/programs. If you really want to find the cause though just re-enable them a few at a time and check to see if the Internet breaks.

Also, I know you've said you've tried it in Firefox as well but could be worthwhile disabling third party browser extensions in IE as a preventative measure. It's in Tools, -> Internet Options -> Advanced. Scroll down and untick the box.
 
I had something very similar a few years ago on my cousin's PC. After *much* farting about I tracked it back to a badly uninstalled norton AV/firewall suite.
