Yes i believe they can i had a linksys router for about 10 month and it started losing connection all the time was forever rebooting it, ended up just getting a new one.
I used to have a Netgear DG814 which crashed all the time. The most I could run it for was about 2 or 3 days before it would simply stop doing anything. Nothing short of a removal of the power cord would reset it.
Got rid of that and now using a Draytek Vigor 2600 plus. Fantastic router even if it's getting on a bit now. At least I can run a hardware VPN tunnel to my works network now
Wouldn't have another Netgear router though, I've had too much trouble with them in general.
Strange, my DG834G has been fine for pretty much the whole time I've had it. Only had to be reset about 3 times in about 6/7 months... and thats not exactly under light use either...
Must just be down to my own bad experiences then. I've had the DG814 for home and we had 2 other routers/firewalls at work (can't remember the models but they were rack mounted) and they suffered from drop-out problems as opposed to plain crashing.
