It looks like the monitor is stuck in thermal imaging mode...
...But seriously. It looks like it has been physically damaged somehow. Are you the only one who uses the monitor or is there someone/something else that could have damaged it without telling you? How sudden was all this? And also what model is it? It generally doesn't make sense economically to try to get something as extensive as that repaired. It would probably need a new panel at the very least I would suspect.
