Why is windows and all cpu monitor showing 3.6 and not 3.8?

The multi of x21 is turbo and wont show up in windows info.
On your gadget your multi is at x20 because your cpu is not under enough load for turbo to kick in.

Will that affect the WEI Score?
i disabled turbo whilst i got my overclock stable should i be re-enabling it or will it affect the stablity?
