Having never owned more than a £100 19" monitor in my life, I know little about panels. What's significant about panels and what's the difference between them/the best ones?
Thanks :D

Just be aware where it says:

"25ms or less should be fine for gaming in most cases. Panels with 16ms, 12ms and 8ms became common place and ghosting has become even less of a problem"

Somewhere along the line the way they measured it changed... most old "25"ms panels will clock in at 8ms by the new G2G standard, older "12-16"ms panels around 5-6ms and so on.

I wouldn't worry too much about the panel types unless you want to do media type work where color precision is key - all current panels regardless of type are less than ideal for gaming with atleast 2-3 residual images no matter how good the specs.

Is another exception the viewing angle?
I am in the market for one which would also be used to watch video from different parts of the room. Is any one type of panel better for this?

Yes, *VA (S-PVA or MVA) and IPS are the only two you would want for this, but you will be paying significantly more than for a budget TN panel.

The NEC 24" pro gamer one would probably be good, so head over and see what people think of it in that thread (it's a *VA)

If ever a 5 second Google could solve a question, this is it, it's a bit like asking "How do you overclock". Just don't buy a TN panel if you're looking for best image quality.
