Can someone please explain why this is happening??

I do apologize if you have already read this post under the Cooling section but it has gone a bit stale with no-one really knowing the answer apart from a few very helpful people so I thought I would post under the CPU section.

My system spec: -

Intel Quad QX6700 CPU @ 2.66GHz
Asus P5N32E-SLi Motherboard
GTX8800 Graphics Card
2 x 1GB PC6400 800MHz RAM (Corsair)
2 x 320GB Hard drives (RAID 0)
Windows Vista Home Premium 64 Edition

Now, this is my problem: -

After updating my BIOS & loading vista I noticed my CPU was running at 1GHz which is well below the stock speed.

I then went back into the BIOS & defaulted it making sure the CPU multiplier was set to x10 giving me my stock speed of 2.6GHz & also turned off the speed step feature.

Now, when I rebooted vista it was showing my CPU was running at 2.6GHz but for some reason I could not access certain applications such as the vista control panel or welcome centre, etc. It's as if vista doesn't agree with the speed of the cpu. So I think most of you will say "enable the speedstep feature" but the problem is that out of curiosity I ran 3D Marks06 with speedstep turned "off" & got an overall score of 1080 / CPU 3541. With speedstep "on" I got an overall score of 8004 / CPU 2285 so obviously speedstep is hindering my system.

Has anyone got any ideas on what could be causing this?

My voltage figures are as follows: -

Vcore - 1.26v
Memory - 1.88v
1.2HT - 1.24v
NB - 1.24v
SB - 1.52v
CPUVTT - 1.24v
DDR2 Termination - 0.94v
3.3V - 3.26v
5v - 4.94v
12v - 11.58v

These are all auto set & yes I do have the latest BIOS.

My PSU is a Corsair 620 watt.
