Can someone set up a custom L4D2 server for me with addons/mods etc?

Wanting someone who can set up a custom 10 v 10 server for me if possible, first though I'm not sure if it's a good idea to run off my own machine or just find a cheap server to rent.

I'm looking to mimic another server in settings and mods etc, does this take much time to set up? If someone knows how to do this and it won't take much time i would appreciate it.
