An internl private IP address (such as 192.x.x.x or 10.x.x.x) is no use as these are not routeable across the internet. Who is your ISP? Do they use Semi-static/dynamic IP addresses? If they use dynamic IP adresses then you should be able to request a static IP address but they will most likely charge extra for this.
