I recently bought a new Corsair K70 PRO TKL keyboard..sometimes I have an issue that the RGB on the keys goes out?

Im not using the supplied cable, I am using on I had already wired in, its quite skinny and doesnt look the quality as the Corsair supplied one, so what im asking is can a "inferior" cable cause issues with the keyboard / RGB?

Yea some cannot carry higher wattages that some devices require. Plug it into your phone and other end into a fast charger and itll probably not even be able to do that properly. These days I only buy thicker gauge higher rated cables for everything round the house.

Basically the min spec is usb 2.0, so you can have a usb-c cable that might be limited to 5V 500mA aka 2.5W. Other than this KB, invest in some spare high quality PD cables that can handle 100W at least, a lot of things will use usb-c from now on so they'll just be useful for the future (180W exists, 240W will). Even now the things I own that can be charged with the same USB-C cable include a laptop, phone, external storage, external battery, controller, bluetooth headphones, car jump starter. Convenient.

I've seen a bunch of USB C cables marketed as "blazing fast 480Mbps".

Having a quick look on Google, it seems like that speed spec was defined 25 years ago.

So yeah, some of them aren't great. But if you're only using it for charging, you probably wouldn't notice or care about the data transfer rate. Given how much USB can do now, I reckon we'll see a lot of weird issues with non compatible cables.
