Can use internet but cannot update anything, please help

so my brother has been using his laptop for a while and we reasently got a new internet package, all of the computer and stuff switched fine but for osme reason his laptop can connect to the internet and watch youtube videos and stuff, but cannot update ANYTHING, java LoL Steam windows updates all of it does not work.

I have tried the netsh winsock thing and i've also tried using a USB netowrk adapter to no avail and im quickly running out of ideas as to why this would ONLY happen on his laptop and not a computer with the same OS. It runs win7

i did thinkit might be the network card but wouldnt have a USB adapter have bypassed that? anyway does anyone know whats going on or any fix's i might be able to try

The fact that you cant update "ANYTHING" is weird. What if you go to the Java website and get the latest installer? What specific error(s) does Windows Update produce? What does Steam specifically say when it tries to update?

As Janesy said your internet is not the problem if you can watch YouTube and whatnot.

Does he have Administrator rights or limited/other Windows account?

steam said could not update check internet connection.

but i fixed it in a REALLY weird way, i stated shutting down the computer and as the icons flashed i stopped the shut down...then i opened steam and it started updating before it came with the error, so i did the same thing again and suddenly it all started working...this had been going on for days with no change with resets and shut downs so i have NO idea how doing that fixed it XD
 
When you initiate shut down it starts to end processes. The process which was conflicting or blocking updates ended when you initiated shut down, and then remained ended when you aborted shut down.

Could be something nasty you know. Especially with Java.

ah now THAT could be what i was looking for, i'll spend a little time having a look for any processes that are not meant to be there aswell well as running scans and stuff and see if anything is picked up.
