"Anyone" can also look up a numberplate and address on the PNC. Unfortunately they have to train for years to become Police officers first.

By saying anyone it clearly indicts he's talking about any member of the public, not a police officer or someone else with special rights above and beyond Joe Bloggs on the street.

Anyone can find out who the owner of a vehicle is, you just have to submit a request to DVLA, obviously any request is recorded so if said vehicle gets mysteriously damaged then whoever made the request would be an obvious suspect, but other than that plenty of legal reasons someone might need to find out so yeah it can be done

Clarified what about it? That a member of the public can make a request to the DVLA and find out? He even linked the same list of reasons you did in his next post.

You pair seem to be completely missing the point that the OP didn't believe this was possible at all.

Not anyone can find out. The OP, for example, cannot. Sure he can make a request but he won't find out as a result.

He hasn't edited his post. He clearly talks about anyone in the context of it being a member of the public as that is what the OP is asking and explicitly even says request in his post.

Anyway, that van? Been parked (abandoned) anywhere?

lol no. "Anyone" can get into the Whitehouse and get the nuclear codes, as long as they meet certain criteria like being born in America and being voted in as President.

What a silly conversation.
 
One could very easily lie and say that they were involved in an accident from what people are saying with how they don't ask for any evidence?

Unfortunately I'm going to be pedantic as well and say there's no way for Joe Public to find out who the owner of a vehicle is. The only option they have is contact the DVLA to request details of the registered keeper :p

If that is the level of pedantry we're going for then I'd like to point out there is a way to find out who the owner of the vehicle is, walk up and ask them. It might not be successful but its still A way to potentially find out and thus saying "no way" is not accurate.
