I see 192 and others use some database but I'd rather not pay 15 quid. I thought electoral roll but I struggled.

The city library should have the electoral register go ask them
 
I suspect the answer will be no.

192.com is fine if you have the full name as you can normally find them on the electoral register. But not aware of the other way around.

It’s £3 for the title register from Land Registry if you really need to know. It will only tell you the owner, not the occupant (if different).
 
192 only works if the occupiers are on the edited version of the register that get's sold off to spam companies and the likes of 192.
 
Jesus, what a dump. Friends of ours lived in Hornchurch and I always remember it being quite nice.
 
What's the significance of this address @Efour ?

For example, I sometimes wonder what my house was like under previous owners. My downstairs was recently gutted out and a new kitchen put in. Behind one of the old kitchen cabinets, I found a pouch of 35mm photos + negatives that wasn't mine but the photos were definitely taken inside my house. That's because I recognised my house layout. It was interesting to see their furniture (and furniture placements) and the previous flooring / decor. There were cats in some of the photos as well :)

Regarding names of previous owners, I know someone called Emma used to live in my house. That's because I found several greetings cards in my loft that were addressed to that name.
