... Pulling over in the "hard shoulder area" of a slip road, joining the motoroway from services.

You may noticed lorries doing this qutie often and I've done it a few times (to get away from the service traffic and eat my lunch.)

I just wondered if i might get some hight horse police man giving me 3 points for doing so.
 
If your on the motorway bit, then its a £30 fine. If still within the limits of the service station, it would depend on how its signed/marked as to whether you can stop there.
 
If its after the start of motorway regulations then yes, you could get in to trouble.

If its just the exit of the service station and there is reasonable space to stop with no markings or signs dictating otherwise, then you should be ok.
