Can you identify this bug/beetle?

Thsi might be a silly question but can anyone identify what species/type of bug this is? It looks like some sort of beetle but I have never seen such vivid metallic colours on an insect before.

I found it in a pool of water after cleaning my waste bins, so I tipped it out onto the grass and it managed to pull itself over.
