Can you insert text in Vista's login screen?

Search for "Interactive Logon : Message Title for users attempting to logon" and "Interactive Logon : Message Text for users attempting to logon". There should be a setting in local security policy to let you enable and set a dialog box that appears before logon that contains any title and text you want. It existed in XP so I would expect this to be in Vista too for enterprise / domain users.

Your reply worked however the message appears before the login screen making you click on the "Ok" button in order to type your password. I wished it appeared below the user's picture or anywhere on the very same login screen :(
