Should be able to, provided you have a decent motherboard/PSU etc. The energy efficient version is just a different CPU stepping IIRC. Please search the forums for more info on how to overclock this CPU, there are numerous threads on it that'll get you on your way.

Yes, it's more overclockable than the earlier 'B3' stepping as well. Stick the FSB up to 333 and you'll have 3ghz in a flash

the SLACR is just the GO stepping version of the chip, better clocker and runs cooler than the B3
