Can you overscan with an s-video tv-out?

I've been having underscanning issues with my old Nvidia GeForce2 MX card when using the s-video tv-out and cannot rectify it. Is this a common issue when using s-video outs or is it just that my card is pretty old?
Would investing in a more modern card sort my problem out, allowing me to adjust under/overscan as I like?

Any help appreciated.
