Can you play Counter Strike on 40%?

Is it true when downloading counterstrike you can start playing it on 40%?

Ive heard if you do this it can wreck the files or somthing?

It won't 'wreck' anything, it'll either let you play, or it wont.

Yer i used to be able to play certain source games before they'd fully downloaded. Although i tried recently and it doesnt seem to be the case any more.

yeah sometimes it does, i once started playing half life 1 source at about 65%, it took really long to load, crashed a lot, didnt work that well, but at 100 it was fine.
