Can you style scroll bars?

And I mean really style them? Designer has come up with a template that features divs with a green solid block as the scroller with a dark grey background as the scroll slide area, no arrows or anything. I've got a few ideas of how I might achieve this, just wondering if anyone had seen anything on the web that might help?

You can style the standard OS scrollbars, but only in IE, and even then it still looks pretty gash.

The alternative is to use jquery's jScrollPane which is much more flexible.

Please only restyle browser chrome if you really really have to though!
