can you turn off speedstep

If you're overclocking and have changed your voltages then yes it's better to disable it.

If you're not going to overclock then you can leave it enabled.

not always, i had my chip perfectly stable at 3.6Ghz and speedstep knocked it down to also a very stable speed but drops wattage being used idle and heat. i would say if you're doing more than a 300-400mhz overclock that you're best off turning it off to find limits of chip, then re-enabling it to see if it works.

say you find limit is at 3.5Ghz, turn on speed step and its not stable, but speedstep works fine with it at 3.45Ghz, you save a little money, keep cpu temps down a little, nowt wrong with that.

I'm overclocking and have turned it back on once I was happy I had a stable overclock. I don't need the chip to be running at 3.2 when I'm just surfing the web as drunkenmaster has already said you'll save money on the electricity bill.

I have it enabled, I would advise the same, if your not using the cpu power why have it running at max pelt all the time?

It works with overclocks, I don't get why some people say it reduces overclock or causes problems
