I can, I remember trying to learn when I was 5 or 6 and never managed to whistle with fingers.

I don't have dogs but sometimes when I whistle dogs just turn up. I live in London.

I can produce some sort of sound that could be considered as a whistle with just my lips.

Either index with thumb, index and middle finger from both hands together…don’t usually do it this way but I can. And just the pinky making an U-shape. This gives the highest pitch and can cut through almost anything.

I can whistle without fingers in my mouth but not with, not terrible at it but not great either.
