Cancelling Pre-orders

Whats the case with cancelling PS3 pre-orders in general?

Are you committed to the full amount normally? Or do shops tend to refund you.

I'm going New York in about a month and have just thought I may as well buy a US PS3 when i'm over there.

The major games retailer that i work for, where you pay £20, its completely refundable, i cant speak for other stores though sorry.
