Cannot clean USB flash drive with DiskPart

Guys, I've encountered a problem.
Recently my Windows 7 on my Acer Aspire One went a-wall, so I need to follow this instruction to make my SanDisk 8GB stick bootable to install.

All is working last time but this time around I have issued with cleaning the drive. When I select disk 1 in diskpart (my USB) I cannot "clean" it, "encountered an error and access denied".

I can format with Explorer and HP USB format tool, but I cannot bootsector it without cleaning it

Any help?

I seem to have solved it using another version of HP USB format. Managed to cleaned and going to try bootsector in a min after formatting it to NTFS. Fingers crossed.
