Cannot Enable Cookies in any Browser!

I have followed the instructions in IE and Chrome and cannot enable cookies (Win 7 IE11).

There seems to be some error in IE11 - when I go to the privacy tab then on the top half of the internet options window there should be a slider - this seems to be missing, together with half of the text!

There seems to be no way of "reinstalling" IE 11.

Any ideas please?

Well it only seems to be Google search that thinks cookies aren't enabled (in IE11 or Chrome)!

Several we testing progs say it is OK and cookies are enabled, but when I try to set prefs in Google search it says cookies not enabled. I think that Google has got it wrong!! ?
