cannot open my computer/network settings

...controll pannel, it just goes blank the i see the desktop again, this is the 2nd pc to do this on me can anyone help?i thinks its explorer.exe but cant be sure?

click Control Panel. ... On the General tab, click Use Windows classic folders....


this seemed to work, answered my own question!how sad
