Rather odd one. Last night after being on my PC for a few hours I went to shutdown, so went to the start menu as normal and pressed the button but nothing happened. Thought I misclicked so tried again but nothing. Opened CMD to use shutdown /s and I had the message that my PC was going to shut down but it didn't.

Tried to open task manager at this point but it didn't want to open.

I did the nasty and just held the button on the pc itself and went to bed thinking nothing more of it.

Just been on for 5mins and went to shut down but same issues again.

I have no idea what may have happened as nothing has changed in the last few days and I cannot recall having an update.

Any ideas at all?

anything in Events? i've had stupid stuff in the past where a process has not closed or it was waiting to play an exit sound which was missing or currupted. have you looked in the power options to make sure the button assignments haven't been changed etc?

Shall take a peak tonight. Thanks for the direction.

Issue resolved.

I installed something called Process Hacker to ensure that RTX Voice was set to a higher CPU usage than normal, and this is a known way to do it - however it also caused the issues I was having. Uninstalling resolved straight away.

Thanks for the help @wolfie138
