Can't access any sites if uploading

Bit of a random one here and not sure where to post but I'm having a weird problem whereby if I'm uploading a file (and it's going to take say 10 minutes) I can't access any other webpage, even in a different browser.

So I'm using FF to upload to dropbox/mailbigfile or other webapge based service and if I click on a bookmark the page won't load, I can try vivaldi, epic, palemoon, none of them will load a webpage.

It's like the browser is hogging all the upload bandwidth.

That said I can ping google/YT from a cmd prompt.

Google search is giving me nothing and any help would be great, thanks!

(win 7, 64bit, FF latest, fibre, LAN)
 
I just checked, if I upload in chrome I still can't open pages in FF.

I also tried TCP optimizer since last posting.

Seems like an odd one, it hasn't always been like this although I couldn't pinpoint the exact moment I lost the functionality.
 
Thanks, I get a similar situation using chrome only, webpage is not available - or something similar.

I tried using a laptop (also on a wired connection to the same router) and it's a tiny bit better, it manages to squeeze in a couple of packets and I get a partial page load, sometimes, without any page styling.

Trouble is I'm not sure where in the system the priority is defined. The fact it's happening across browsers means it's either windows or network based and the partial loading on another system just muddies the waters.

Maybe the router/line isn't configured correctly?
 
Thanks, I've been on the phone to them and done a router reset since last posting.

I'm syncing at 39999/2000 and see about 36Mb/1.9Mb on a speed test. The router's on an upstairs socket so I could be losing a few meg through the house wiring.

Anyway, long story short, the girl said she changed some 'stuff' and it's a bit better if I upload to dropbox. Mailbigfile still hogs all the bandwidth.

I'm not bothered enough to get an engineer round as I don't upload often but one of my clients wanted some video work done so it was frustrating there for a while ;)
