Can't boot into (xp)safe mode

Hi im wondering if anyone could help me. for some reason everytime i try and boot into safe mode it hangs and wont go any further than the screen with the list of files this is on xp btw.

Any ideas ?

If it is hanging on MUP.SYS leave it alone, I've had machines take over an hour to finally boot.
