Cant change cpu fa speed

Power fan header will run at 12V all the time.
cpu fan header should run at variable speed whether its 3 pin or 4 pin, but you might have to set voltage control in the bios for this.
The other obvious question is how hot is the processor running?

That is unlikely.
If the motherboard actually offers no options, and the fan is plugged into the right port, then you get to run it at whatever speed it currently is or buy a fan controller.
It is unlikely that the motherboard is unable to control the speed, but while you insist that you've tried everything in the bios there's not much to suggest.

I know what your problem is!
BOTTOM OPTION = smart qfan function. it is your speed control, you currently have it disabled, turn it to enabled and it will bring up options, silent, optimal and performance. if your overclocking go for performance, will keep things cool but wont need to run fans full speed.
warning the 12V you were looking at is a the mobo's measure of how good the 12V given by the powersupply is, it is a monitor not an option.

ok crap that's different than the way qfan works on my asus board lol. have you got the manual for it? if not you can get it online here and any other bios updates and drivers etc (as i'm sure your already aware):

in any case, can you adjust those temperature options it gives you? on those settings did it make and difference to fan speeds once you saved changes and rebooted from bios?
if your temps are correct then it shouldnt be a case of the cooler needing to run full speed even if its stock cooler :S
