Cant change resolution from 1028 X 768 when switching on use HDR in Windows 10 Pro

As title but am also stuck at 60hz on a LG C1 4K Oled using an RTX 3080. The settings will allow me to set to 120hz for the 18 seconds before automatically returning to 60hz. I've reinstalled drivers etc. Any ideas?
 
Still cant get beyond 60hz. Neither will it allow me to choose a PC setting for the resolution. Others have reported a similar issue but the suggestions made don't work:

Just got C1 55" TV today and have tried to get it working properly for the last hour but not happening. I can get 3840x2160 resolution but at only 60hz. If I touch anything else like enabling hdr or changing anything in the nvidia control panel, the screen goes to 1024x768 and 30hz. I do have a hdmi 2.1 cable and its plugged into the hdmi 4 port. I just can't get it working properly.
What have others done?
Mines plugged into HDMI 1 with the PC sign on the TV ascribed to it. I'm wondering if it might be an idea to un-assign the port as PC and try again in case the port isn't communicating properly because anything designated under PC in the Nvidia control panel isn't working.

I've managed to gain some control over the Nvidia control Panel by using the following settings:
Switched to use Nvidia colour settings. Desktop colour depth is set to "highest 32 bit". Output colour depth is set to 8bpc, with Output colour format set to YcbCr420. Dynamic range is set to limited and the refresh rate is now showing 120hz. Switching Windows HDR on completely messes things up.
