Cant delete a file in Window 10 because in use (very strange one)

As the title suggests, im unable to delete an Epson printer driver off my desktop as its saying its in use by another application, however, this is where it gets really strange, the application that's apparently using it is One Drive, however, I un-installed one drive when I first set up windows ages ago, it doesn't exist, so no registry tools etc work as they cant even find onedrive, so please someone help or give me some idea how I can delete this damn file.

Boot into safe mode is the easiest way.

safe mode didn't work, already tried it, i'll have a look at unlocker, thanks

Thanks very much, Unlocker worked, although it wouldn't delete it on the fly, it offered to delete it during the next boot up, a quick reboot and it was gone.
