Can't establish connection to minecraft server? (Router is DLINK DIR-615)

Hi guys, so I want to set up a tekkit server.

I have a seperate machine for hosting the server which is connected to the router via ethernet. The IPV4 address is 192.168.0.102 (obtained through CMD - ipconfig) so I set this as the server I.P in the server properties file.

I then logged into my router and port forwarded the port 25565 w' TCP & UDP allowed and set the I.P address as 192.168.0.102 and saved the settings.

I started up the Tekkit server on the machine and attempted to connect from my sig rig by adding a new server/direct connecting to 192.168.0.102 and it timed out every time. I also tried 192.168.0.1 and it timed out, and my public I.P 86.XX.XXX.XXX and it timed out.

I then checked ipconfig via my sig rig and found that the IPV4 address is showing up as 192.168.0.101 on here, so I tried to connect using that address and it said 'connection denied'.

Anyone have any ideas as to how I can sort this out? I have restarted both systems, tried all the I.P addresses aforementioned in the server.properties file, and on the router, as well as re-starting the router a couple of times.

It is a relatively rubbish D'LINK DIR-615 (the all-black one, whichever version that is) and it has the original (V1.00) firmware on it from 2009.
 
Ignore the router & port forwarding for the time being, you need to get it working on the LAN side.

Give the minecraft server box a static IP. Is there a firewall running?

How would I go about giving the server a static I.P? The firewall which is running on the server will be whatever Microsoft have integrated into the O.S (Windows Server 2012 Standard)

The system I am attempting to connect to the server with is running Windows 7 Professional with the regular firewall.

Sorry, networking isn't really my forte. I'm learning though :)

In case you are wondering why I have such a ridiculously OTT operating system on the server it is because of the wonderous Microsoft Dreamspark :D

You need to open the ports on the firewall settings on the windows server.

OK so now it works on LAN, but nobody else can join using my external I.P.

The I.P Address section of the server.properties file is now blank as I find that this helps in some way and makes it easier to repair the server if the dynamic I.P changes. (and I can still connect just the same)

If I check the status of port 25565 on my external I.P address on a website which can do such a thing, it says that it is blocked/closed etcetera.

Assuming that this means that I have to port forward 25565 on my external I.P address as well as my internal, how do I do that? My router won't let me. It throws up an error of some description.

And if that is not the way forward, what else could it be/should I do?

No I haven't done that yet.

Do you think that the procedure will be much different in Windows Server 2012? Since it seems to be essentially Windows 8 and Windows Server 2008 fused together.
 
OK I have set up a static I.P now (192.168.0.2) on the server, and adjusted the port forwarding rule accordingly.

We'll see if it works once someone comes online who can try and connect for me :)

*edit* OK I can see the server online on my minecraft client on this PC, but when I try to connect it says 'logging in' for a while, and then it tells me that the username failed to verify and I was disconnected by the server.

My username is in the white-list and op documents in the server files, exactly as it was before when it worked over LAN.

*edit again* I disabled the white-list, so it should allow anyone to join, and it still says 'failed to verify username'
