Can't format my notebook

So, I was in need to format my notebook, then I took my DVD with Windows 7 burned in it and booted it from the DVD, but after I select the languages and click "Install Now" I got stuck on the "Setup is Starting..." screen. I though that maybe the problem was with the DVD drive. Then I made a USB flash drive to install Windows 7 and got the same thing, tried even using another disk image, but it didn't work.

While I'm trying to install using the USB flash drive and am on the "Setup is Starting..." screen, I can even remove the flash drive and nothing will happen.

I really don't even know how this is possible. Maybe the manufacturer did something so I couldn't install Windows and had to send it to maintenance?
 
Win7 setup can sometimes sit at "Setup is starting..." for a surprisingly long time, before going on to install with no problems. How long did you leave it before giving up?
 
1 or 3 hours, I'm going to leave it all night and see what happens.

EDIT: It didn't work either. I've already tried to disable all devices, except USB, but had no success.
