A PG278Q only has a single input (DP) so as that's unlikely to be the issue it sounds like something software based. I'm assuming you've looked in the monitor properties in Windows and 144Hz isn't an option in there. As you're using an AMD card, have a look in your AMD control panel (Catalyst or Crimson) and see if there are any options in there that are trying to override refresh rate options.

When I first got my swift I had 7970+7990, and it would only do 120hz.

Worked fine when I got my 980s.

I would suggest you need an nVidia card, this monitor is aimed at nVidia cards hence GSync support, using this with an AMD card (when there are cheaper freesync monitors of the same spec about) is very much a niche case.

There was quite a few issues with 120Hz or beyond with the 290 series early on and I don't think anyone has got the Swift working stable beyond 120Hz on the 295 that I'm aware of though I've not really followed that topic in months so things might have moved on in newer drivers.

If you want higher you are probably going to have to either try your luck with a FreeSync monitor or an nVidia GPU.
