Can't get past motherboard splash screen

A bit of an odd one this. I don't seem to be able to get past the motherboard splash screen on one of my PC's. It seems to just hang and I can't enter the BIOS (via F2 or DEL). I've tried clearing the CMOS, made sure everything is connected properly, tried one RAM stick, RAM sticks in alternate slots, on board graphics and a separate card (get display on both), the bare minimum connected (power, HDMI, usb receiver for a keyboard). I'm at a loss as to what maybe causing it. The only thing I haven't tried is a wired usb keyboard as I don't have one. Any ideas?

MSI GT 1030 (also can use the integrated graphics)

Problem didn't start until I installed the graphics card. I'm going to be moving this PC to a Ryzen setup once some AM4 ITX motherboards are out. Going to be probably using either a Ryzen 5 or 7 so needed a graphics card. Thought I'd test it out. Set the primary graphics output to PCIe in the BIOS. Now it just gets stuck. I can get an output from the HDMI on the graphics card and from the HDMI on the motherboard. But I just can't get past the splash screen.

I've left the battery out for 30 mins. Also used the clear CMOS button on the motherboard. There are no leds or POST display on this motherboard. I can't find a speaker to attach but can get one.
 
Think I've tracked it down to the Samsung 960 Evo. With it out of the slot, I can get into the BIOS. With it in the slot I can't. So I'm guessing it's probably dead?
 
So taking the Samsung 960 out has allowed me to get into the BIOS. But now when I turn off at the mains, when I restart, the BIOS goes back to default. Normally that would suggest a dodgy battery? Or is it possible that a corrupt CMOS would cause that?
 
Sorted the battery out. I must have had a derp moment and put the connector back in the wrong way round.
