Can't install cumulative updates on Windows 10 error 0x800703ed

This problem has been present for a while now, and it's meant I can't install cumulative updates. I've been reminded of it because I've just tried to install 1703.

The normal Windows Update process fails, as does trying to use the update tool.
I've tried removing stopping the update service, clearing out the temp files, cache etc - I even let Microsoft remote onto it and watched them try all the things I'd (told them I'd) already tried.

I have Win10 on similar hardware and have not had this issue, but the software setup on this laptop is a little different.

It's a dual boot system, Debian is also on there and is in a LUKS partition. Windows 10 has bitlocker enabled, and grub is my initial boot loader.

It's an old laptop (2nd gen i7), I think it's in legacy BIOS instead of UEFI but I'd need to double check.

Any ideas on how to update Windows, would https://neosmart.net/wiki/windows-10-repair-installation/ fix it - but would this smash my bootloader (the Debian install matters more than the Windows install as I use Debian for work).
