Can't Install New Drivers - rundll32.exe / msvcrt.dll errors

For some reason I'm getting rundll32.exe errors whenever I try installing new drivers (including Firewall software). For example, I can't install the new 8.12 beta version of the ATI Catalyst drivers even after a Driver Sweeper run in Safe Mode, but I am able to reinstall the ones I was using previously (8.11).

Another example is that I had Comodo Internet Security installed, but when I went to troubleshoot this problem by uninstalling it, it won't allow me to install the latest version successfully, because the RunDLL32.exe error pops up when it attempts to install the firewall driver.

Here's a typical error message taken from Event Viewer:

Is this down to not having Net Framework 2.0 installed in the right order.
My head memory suxs but it's ringing bells in my head that when I did repair/reinstal I had that era, seemed to relate to net framework but I had NF 3.0 so ignored it. Sorting net framework 2.0 out was the fix for my prob with CCC not loading. Seemed that the latest updates if installed without previous net framewroks messed the 2.0 up.
 
I've always grabbed my .NET updates through windows update and not had an issue, though i know a friend has sometimes tried using a seperate installer for the .NET framework before and had the similar problems to you malc.
 
Well, I've tried installing the latest Microsoft Visual C++ 2008 Redistributable 9.0.30729.17 SP1 (x86 and x64) as well as Microsoft .NET 3.5 SP1, but the rundll32.exe / msvcrt.dll errors persist when I try and install COMODO Internet Security.

I am using Windows Vista Ultimate x64, by the way.
 
I've looked into the problem further, and it seems I have a corrupt DLL file in my System32 directory. The file is pnpui.dll, and I can't find a version to download online that works with my version of Windows. Can someone that has Windows Vista Ultimate x64 SP1 please send me their pnpui.dll from Windows\System32 please?
