Can't open port.

I've been trying in vain for days to open up a few ports for my DVR camera. I've gone into my router settings (which is a Trendnet TEW-691GR) and forwarded some ports.
But when I go to www.canyouseeme.org, it always reports the port is closed. Or to be more accurate:

Error: I could not see your service on 81.710.87.251 on port (34599)
Reason: Connection timed out

I'm pulling my hair out as I've never found it this hard to open some ports. Any thoughts?
 
I've tried 8080, 8090, 34567 and the above 34599. I used to be able to view the camera from anywhere in the country. But recently it seems to have stopped. I assumed it would be this, after all, if the port is not open, then I can't view it from another house/city/town. Or am I barking up the wrong tree?
 
A port opening/forwarding issue is the obvious place to start looking.

It could also be a problem with the camera. Have you checked that it’s accessible from the LAN?

Or it could be a result of deliberate port blocking by your ISP.
