Can't overclock my graphics card?! Help!

I have an HIS icooler turbo 5850 and I can't for the life of me figure out how to overclock it! I have MSI afterburner set up but any time I try to change any settings it just resets itself back to stock clocks and wont keep any changes! I have been into the config file and changed unofficial overclocking from 0 to 1, downloaded the latest drivers for the card but still no joy.

For some reason in ATi tool it tells me a communication driver is not installed when I start it up. Also the voltage control in afterburner is blocked out, even though I have checked the box to allow manual voltage control. Anybody got any ideas that could help me?!:confused:
 
Have you got any 3rd party efficiency programs that might have set everything to economy? I know my EPU-4 engine was switched to economy which in turn blanked out any overclocking abilities.
 
Thanks for the replies guys, I have managed to overclock the card in ATI overdrive, but even changing my power plan makes no difference to Afterburner. I cant understand why it wont keep any changes I make, as far as I'm aware the HIS supports voltage tweaks and I bought it to overclock so its rather annoying! Which version of Afterburner would you reccomend me to use, im using 120 atm but ive tried 142 and 161 as well with no luck :(
 
for afterburner I have to open the config file and it's something like: allowunofficialoverclocking=0 to =1 (can't check exactly as I'm not at my PC now).
