Can't shutdown vista

whenever I try and log off/reset or shutdown vista the pc decides it doesn't want to. Usually the sidebar will close half the icons then sit there for a few minutes then the taskbar and desktop icons disappear and it just stay on a pic of my background.

Is there anything I can do to solve this problem?
