Cant turn UAC settings Off!!

I always have windows User Account control settings turned off but it has turned itself back on and i cant seem to turn it off again.

When i click on "Change User account settings" under control panel the window trys to open and then closes itself. I did i system restore to the point at when i did work but didnt solve it.

I am using Win 7. Has this happened anyone or do you know another way to turn it off?

Why do you need it off?

I have a few programs that windows starts automatically on login but now that it has turned itself off they dont open automatically anymore.

I use this PC partly as a media pc so need a few programs to run so controllers etc work as soon as turned on.

Have you tried doing it in the registry

Here is how;

start menu search box and type in*regedit.exe
Browse down to the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System
Over on the right-hand side, you should see a setting for EnableLUA, which you’ll want to customize as follows: UAC Enabled: 1 UAC Disabled: 0
So change the 1 for a 0 and reboot

Tried this, but when i get to Policies there is nothing in it so can get any farther! Looks like somethings have been deleted.
