cant update vista error code 800706bf (help)

a friend of mine has got Vista Home Premium 32-Bit Edition . and when trying to update vista via windows update this error code comes up 800706bf.
so its not connectiong to the server and updating.

any idea whats causing this?
it tryed searching and havnt found anything

hi, yeah logged in as admin but worth a go .

do i right click on the windows update icon and select run as admin?
